Both Great Britain and Spain have debated the issue. Both have voted in favor of same-sex marriage and both said that decision will be applied to everyone within the next two years.
There are obvious differences between the two neighboring countries. While Britain is a sovereign nation, Spain is a member of the European Union, which binds and compels.
Both cases, however, are the same: same-sex marriage bans, and the devolution of authority to a centralized — or centralized to a national — body.
“The changes have been made,” said Rey G. Leite, director of the Institute of Public Administration at Trinity University in Hartford, Conn. “The most important is the change in law, which now protects same-sex relationships.
“It has been a sea change in the country,” he said. “Where people thought of the country as being quite provincial and very narrow, there has been broadening of the idea of what is tolerable and what is not.”
The government this month issued a sweeping overhaul of its marriage laws, including the extension of marriage to gay and lesbian couples and the abolishment of the Defense of Marriage Act, which limited the definition of marriage to between a man and a woman. The Civil Registry says the marriage reforms will take effect on May 18.
On April 16, the House of Lords rejected the government’s marriage bill after lawmakers last week voted unanimously to extend same-sex marriage to England and Wales.
